Looks like a design by Rowland Emett!

This picture is dedicated to J. S. (railguy365) who was the first to mention he had seen this in the background of my 'Pretty little tractor' pic! This rather eccentric looking beast is a Lister SS3 Autotruck, photographed at the Okehampton Show. I asked the young chap who was looking after it what role it had fulfilled at Crewe and he could only tell me it was used for carrying parts, railway wheels etc. Perhaps it was used around Crewe Works or one of the goods yards. I don't see it being substantial enough to carry a driving wheel for example.

The Lister Company, which also produced narrow-gauge diesel locomotives, was taken over by Hawker Siddeley in the 1960s and Autotruck production ceased in the 1990s.
